The term Khmer Rouge was first used by Samdech Norodom Sihanouk. During the 1990s, Samdech Norodom Sihanouk, who was the leader of the National United Front of Kampuchea (FUNK), categorized the Khmer people into three color-coded groups based on their political leanings:

Khmer Serei (White Khmer) referred to royalist supporters,

Khmer Khiev (Blue Khmer) referred to republicans,

and Khmer Krahom (Red Khmer) referred to communists.

However, from the beginning, the term Khmer Rouge was specifically used by Prince Sihanouk to refer to leftist elements within his own National United Front movement.
