Cambodia is one of the countries in the world where there are the most numerous international NGOs (Non-Governmental Organizations). Working in Cambodia, after 1990 (after the Khmer Rouge regime, then the Vietnamese occupation), seems to have become a quality label for NGOs. But what lies beneath humanitarianism?
