This report critically examines Order 01, a Cambodian government directive issued in 2012 aimed at strengthening the management of Economic Land Concessions (ELCs). The order declared a moratorium on new ELCs and initiated a nationwide land titling campaign to formalize land tenure for communities living on state land, including areas affected by ELCs.
